Should Pets be Allowed on Driver's Laps?

In California, driving with your pooch on your lap may become a thing of the past. There is a bill up for review that will criminalize driving this activity. Lap dog toting celebs - take note! Fines for the offense will run you $35 per occurance.

I'm not sure I understand why they'd put forth a bill if there's never been any accidents. I can see the point that it isn't in the dogs best interest though. I mean...air bags people. Those things fly out fast. But to make it a law? I don't know. It does seem like legislatures would have more important issues to deal with.
